One client, or a failover client over the list: each call walks the list in
order, retries extra rounds. A node’s refusal of a broadcast is final when
no endpoint before it went silent; after a silent one the transaction may be
out, so the result is “maybe sent” (round 3, M12). Transport failures move on.
