Everything that must hold before a prebuilt transaction is signed or shown:
raw_data_hex present and well-formed, txID == sha256(raw_data_hex), and the
JSON copy (when there is one) agreeing with the bytes field by field. Returns the
decoded bytes; the description and the hard checks run on that, never on the JSON.
