A base64 BoC as its single root Cell, refused when its layout is one other readers may parse differently from @ton/core: a magic other than the generic one, more than one root, absent cells, or any cell that stores its hashes (with_hashes: @ton/core skips a hash area another reader takes for data), has a level mask, or is exotic. What remains is read the same by every reader, the kit’s policy reader included, whatever order the serializer put the cells in (scan 2026-10-27 F2, F4). Real provider BoCs order cells differently from @ton/core, so the bytes are not required to round-trip.
